    The first “probation officer” was a bootmaker from Boston. In 1841, John Augustus volunteered to watch over a man in lieu of sending him to prison. By his own account, over the next decade he oversaw 1,100 men, women and children. He is credited with introducing the idea of probation “to the benefit of the prisoners and of society,” in which he emphasized the importance of family support and employment in his charges’ rehabilitation. Unfortunately, since then, probation’s role tended to be more punitive, but in recent years, many departments—including here in Sacramento County—have realigned with Augustus’ vision emphasizing treatment and re-entry support.​​​​

  • Serving Those Who Have Served: Veterans’ Treatment Court provides supports in lieu of incarceration

    ​While post-traumatic stress disorder affects millions of people, veterans suffer at higher rates than civilians, three times more for those who were deployed. According to the U.S. Department of Veterans Affairs, 11-20% of veterans who served in operations Iraqi Freedom and Enduring Freedom have PTSD in a given year. Approximately 12% of Gulf War veterans and an estimated 30% of Vietnam Veterans struggle with PTSD. Symptoms include persistent flashbacks or nightmares, difficulty with emotional regulation, particularly anger management, and reckless or self-destructive behavior. Through California’s Veterans’ Treatment Court, veterans facing criminal charges may be eligible for treatment rather than punishment.​

Now individual counties will be responsible for housing their own juvenile offenders. And all juveniles still housed at the DJJ will be relocated to their counties of origin.​​

  • 18 arrested in Northern California child sexual exploitation investigation

    SACRAMENTO, Calif. — More than a dozen people are facing multiple felony charges after a multi-agency investigation into child sexual exploitation.

    The Sacramento County Sheriff's Office says the investigation, dubbed Operation Secret Admirer, started on Valentine’s Day when undercover officers pretended to be children aged 13 and younger on online forums.

    Guns, ammo and several hundred pounds of marijuana were seized along with about $70,000 in cash after the search of a Sacramento County home, probation authorities announced Saturday. Probation officers, with the assistance of the Sheriff’s Office, served the search warrant on a main house and two additional structures, according to a Facebook post from the Sacramento County Probation Department.

    (KTXL) — On Thursday, a probation search of a Sacramento County home led officers to find a honey lab, hundreds of pounds of marijuana, firearms and money, according to the Sacramento County Probation Department.

    The probation department said with help from the Sacramento County Sheriff’s Office SWAT team, officers served a search warrant due to a suspicion of possible firearm and drug sales in a Sacramento County home.​

    GALT, Calif. (KTXL) - The Sacramento County Probation Department reported on Thursday that they seized several pounds of drugs and multiple firearms during a bust in Galt on Wednesday.

    The probation department said that, in partnership with the Galt Police Department and the Sacramento County Sheriff's SWAT Team, it served a search warrant to a Galt home on a Probation 63 approval.​

  • MCSO: Suspect Arrested for alleged murder of Fort Bragg Man

    A suspect has been arrested for the alleged murder of a Fort Bragg man earlier this month, the Mendocino County Sheriff's Office reported.

    According to the MCSO, shortly after 6 a.m. on Aug. 12, deputies responded to the hospital in Fort Bragg, Adventist Mendocino Coast, for a patient who died from a gunshot wound. 

    Over the next two weeks, the MCSO reports that detectives . . . identified the shooting suspect as Shayne T. Wrede, 37, a resident of both Fort Bragg and Sacramento.

    When Wrede . . . did not appear in Mendocino County Superior Court for a scheduled hearing on Aug. 16, a warrant was issued for his arrest. 

    When Wrede fled from law enforcement, the "Sacramento County Sheriff's Office SWAT team was activated and responded to the location. With the assistance of the Sacramento Police Department, Sacramento County Probation, Placer County Sheriff's Office Air Operations and the US Marshal's Task Force, Wrede was eventually located at about 6:30 p.m. and was taken into custody without incident."

  • Probation officer passing by alerts family that their south Sacramento home is on fire

    SACRAMENTO COUNTY -- A probation officer who just happened to be in the area alerted a family that their house was on fire in south Sacramento late Wednesday morning. The incident happened along the 8300 block of Stevenson Avenue. Metro Fire of Sacramento crews responded to the scene. Firefighters say a Sacramento County probation officer was driving by the neighborhood when they saw some smoke. The probation officer then jumped into action and alerted the people inside - who apparently had no idea their home was burning. All six people who were in the home got out safely.

  • Sacramento Man Found With 30 Pounds Of Meth During Probation Search Sentenced To 17 Years

    SACRAMENTO (CBS13) — A Sacramento man who was found with more than 30 pounds of crystal meth in his possession in 2018 was sentenced to 17 and a half years behind bars, prosecutors announced Thursday.

    Gabriel Arauza, 33, was arrested at a residence along 47th Avenue after investigators located the large stash of methamphetamine during a probation search on August 29, 2018. The Sacramento County Probation Department said after the arrest that investigators learned Arauza was trying to hide from his probation officer at that residence.

  • Probation searches conducted at American River Parkway

    RANCHO CORDOVA, Calif. (KTXL) — Rancho Cordova police said officers on Tuesday conducted probation searches and sexual registrant checks along the American River Parkway. 

    The operation was done by the Sexual Assault Felony Enforcement team, which includes the Sacramento County Sheriff's Office, state parole agents and other agencies. 

    Members of the team went along the parkway in Rancho Cordova and visited 11 homeless camps. According to Rancho Cordova police, 20 people were contacted, eight probation searches and three sexual registrant checks were done. 

    No one was arrested as everyone was in compliance, officials said.

  • Officers Find Loaded Gun in Luther Burbank High School Student's Backpack

    A student at Luther Burbank High School has been arrested after law enforcement officers found a gun in the youth's backpack.

    The Sacramento County Probation Department says its officers visited the school on Wednesday to follow up on information about a student who was possibly in possession of a gun.

    Officers were able to track down the student. A probation search was then done of the student's backpack - and that's when officers found a loaded Glock 9mm pistol.
    Later, a probation search of the student's home also uncovered an extra 27-round magazine.

    The student has since been arrested and is now booked into the Sacramento County Youth Detention Facility. The student if facing charges of possession of a firearm by a minor and possession of a firearm on school grounds, among other charges.

  • Loaded handgun found at Sacramento's Luther Burbank High School, student arrested

    The Sacramento County's Probation Department says its officers arrested a Luther Burbank High School student after finding a loaded handgun in the youth's backpack.

    The department says that after hearing the youth was possibly in possession of a gun, probation officers searched the youth's backpack Wednesday. The department says officers found a Glock 9mm inside the youth's backpack. Later, after a search of the youth's home, they found a 27-round ammunition magazine. The youth was booked into the Sacramento County Youth Detention Facility for alleged possession of a minor, possession of a firearm on school grounds.

  • California PACEs Connection Initiatives Spark New Connections in Regional Meeting

    Among PACEs Connection initiatives around the country, it's well known that our social network is something like a bustling, giant town square where people share ideas, resources and any number of conversations about how to prevent childhood adversity and promote positive childhood experiences.

    On May 14, PACEs Connection assembled a virtual town square gathering of PACEs initiatives in California, where we have 58 initiatives sparking action all across the state. Speakers at the gathering, which was sponsored by Genentech, hailed from central and northern California counties, including Butte, Placer, Solano, Sonoma, Humboldt, Sacramento, and Fresno. They were each asked to identify a problem in their community that they had wanted to tackle, solutions they developed to address the problem and creative partnerships they formed along the way.

    Shaunda Cruz of the Sacramento County Probation Department talked about the pervasive trauma among justice-involved youth and what the department has done to address it.

  • Sacramento Youth Facility Moves Toward A Culture Of Healing Instead Of Punishment

    The story below, by Laurie Udesky, staff reporter at the ACEs Connection, allows us a view into some of the changes Sacramento County has been making under the leadership of probation chief Lee Seale, and how those changes are designed to address the childhood trauma that is already affecting the youth who come in contact with the state and county justice systems.

    ​When a young person enters the de-escalation room in the Sacramento County Youth Detention Facility, they'll find dimmed lights, bottles of lavender, orange and other essential oils, an audio menu featuring the rush of ocean waves and other calming sounds, along with squeeze balls, TheraPutty, jigsaw puzzles, and an exercise ball to bounce on.

    Sometimes, with a teen's permission, “We'll put a weighted blanket on them, just to give them that hug that feels good, since we can't give them [real] hugs in our facility," says Valerie Clark, the probation officer who oversees the room.

    Giving hugs violates the protocol requiring that staff maintain healthy boundaries with their young charges. But “especially if someone is highly upset and just really crying," Clark explains, the blanket can be a comforting substitute.

    Since it first opened to youth in November 2016, the de-escalation room has been a refuge for kids feeling overwhelming anger, grief, sadness, and anxiety, who are either referred by staff or can request a visit. They stay in it anywhere from 30 minutes up to two hours.

    The room is one example of how the Sacramento County Probation Department is working to shift its culture to be responsive to adolescent trauma.

  • Youth Detention Facility Finds Culture of Kindness More Effective Than Punishment

    Since the MSDR opened, 2,212 of the residents have spent time in it. Upon entering and leaving, each person is asked to pick a number that indicates their current state on an emotional scale that’s painted on the wall: 1 to 4 means doing well; 5 to 7 indicates feeling stressed; and 8 to 10 shows that a young person is really upset and ready to explode. Data show that the room is making a difference. After a respite within in the room, the kids’ scores on the emotional scale have dropped an average of 4.5 points by the time they leave, with most reporting that they feel like they’ve returned to a calmer state. (Youth also go there to work with Clark on strategies to stay calm in preparation for a high-stress event, such as an impending court date.)

  • 2 People Arrested After Probation Search Of Rocklin Home Uncovers Drugs, Guns

    ROCKLIN (CBS13) — Drugs, guns and cash were seized at a Rocklin home this week, authorities say.

    The Sacramento County Probation Department says law enforcement officers did a probation search of the 3000 block of Meadow Way home on Thursday. The address was that of a person on Formal Searchable Probation out of Sacramento County.

    During the search, authorities say they uncovered a large amount of cash, a stolen handgun, two assault riffles, and thousands of rounds of ammunition.

    Further, law enforcement officers also say they found pre-packaged OxyContin along with drug paraphernalia.

    Two people were arrested after the search: the felon who was on probation and another person. Both are facing numerous drugs and weapons possession charges. Their names have not been released at this point.

  • $650K Worth Of Meth, Heroin Seized After Warrant Search Of Sacramento County Probationer

    SACRAMENTO (CBS13) — Authorities say they seized more than $650,000 worth of meth and heroin during a warrant search of one person on probation this week.

    Sacramento County Probation officers served the search warrant on Tuesday. Exactly where in the county the search warrant was done is unclear, but officers say the person who they targeted was on searchable probation.

    A large amount of illicit drugs were discovered during the search, officers say, including: 14 pounds of methamphetamine and 2 pounds of heroin.

    Officers say the street value of the drugs is over $650,000.

    More than $92,000 in cash and four guns with high capacity magazines were also seized in the same raid, authorities say.

    The probationer, whose name has not been released at this point due to the ongoing investigation, was arrested and booked into Sacramento County Jail. They’re facing numerous drugs and weapons charges.

  • Sacramento probation officers arrest DUI subject during home visit

    SACRAMENTO COUNTY, Calif. — Sacramento County Probation (SCP) announced the arrest of one individual after conducting an operation to check for compliance among subjects on probation for driving under the influence.

    SCP arrested a subject who it said was in possession of a large amount of gun ammunition, a violation of their probation. 

    The operation that led to the arrest involved home visits and alcohol screening tests and was completed in part with the help of the California Office of Traffic Safety (OTS). 

    OTS is an agency focused on eliminating fatalities, injuries, and economic losses resulting from crashes. In addition to working with SCP, the traffic agency partner with over 300 state and local agencies.

  • Probation Officers Assist In Arrest of Suspected Pimp At Sacramento Apartment Complex

    A suspected pimp is behind bars in Placer County as a result of a three-month human trafficking and pimping investigation by the Auburn Police Department.

    Auburn police say Ivy Jones was arrested at a Sacramento apartment complex on Friday on pimping and pandering charges.

    Investigators say the human trafficking and pimping operation began in October 2019. Two women were taken into custody during the investigation on prostitution and pimping charges.

    That arrest led investigators to Ivy Jones, the man they believe was the women’s pimp.

    Jones was arrested with the help of the Sacramento County Probation Department. He is being held at the Placer County Jail in Auburn on $265,000 bail

  • 5 Guns, Over $20K in Drugs Found in Sacramento County Probation Sweep; 16 Arrested

    A probation sweep in Sacramento County on Wednesday uncovered over $20,000 in drugs, several firearms and resulted in 16 arrests, according to the Sacramento County Probation Department.

    The one-day sweep saw officers contact 67 people on probation in the county.

    Officers sais there was a total of 41 violations of probation during the sweep.

    A total of five pounds of marijuana was located. Over 500 grams of methamphetamine and 60 grams of heroin were seized — with a combined estimated street value of $20,500.

    Five guns with numerous rounds of ammunition and one taser were also found.

  • Two arrested after Sacramento County probation officers find guns, drugs, pipe bomb

    Two men were arrested Thursday after a series of Sacramento County Probation Department searches yielded a handful of guns, hundreds of thousands of dollars worth of drugs and a pipe bomb.

    In a news release, county officials said probation officers arrived at a home on Hackberry Lane to serve a search warrant to David Hansen, 48, who was on mandatory supervision from a previous drug possession conviction.

    Officers searched his vehicle and found two pounds of methamphetamine, a quarter of a pound of heroin and more than $3,900 in cash.

    He was arrested on suspicion of drug possession, felony firearm possession and violating the terms of his probation. He remains in custody at the Sacramento County jail, according to Sheriff’s Department records.

    Probation officers went on to search two other residences connected with Hansen. Searching a house in Auburn, officers seized six firearms, thousands of bullets, a bulletproof vest, a stolen trailer, heroin, a pipe bomb and $3,200 in cash.

    Officers also searched a home in the 5300 block of Manzanita Avenue in Carmichael, yielding large amounts of methamphetamine, heroin and a loaded 9 mm handgun.

    There, officers arrested Barton Sloan, 36, on suspicion of drug possession and owning a gun while subject to a restraining order. He remains in jail, according to Sheriff’s Department records.

    In total, probation officers seized more than six pounds of methamphetamine and four pounds of heroin — worth an estimated $250,000 — and seven guns.

    ​RANCHO CORDOVA -- Two suspects with a history of drug-related crimes were caught with date rape drugs in Rancho Cordova. Investigators located 32 bottles, around 112 ounces in total, containing gamma-hydroxybutyric acid, or GHB, in a suspect's home.

  • Youth Detention Facility Earns Prestigious Award

    ​Sacramento County Probation Department Youth Detention Facility (YDF) received the 2018 Performance-Based Standards Barbara Allen-Hagen Award. The Youth Detention Facility, also known as “Juvenile Hall," has received the award twice in the past (2011 and 2013) and is being recognized this year for innovative programming resulting in most improved culture change, practice, and performances, increased safety, and the ability to sustain those changes.
