Members of the Professional Standards Division are responsible for recruiting and educating potentially qualified candidates for employment with our Department. Unit staff facilitate Department participation at job fairs, classroom presentations to local colleges, tours at Probation institutions, Live Scan operations/ID badges (staff, new hires, volunteers, etc.), and coordinate the Department internship program.

Alicia Ybarra
Deputy Probation Officer
Officer Ybarra joined Sacramento County Probation in 2019 after completing 20 years of service with another Probation Department. She brought with her a wealth of experience in both field and supervisory roles, along with a strong commitment to supporting staff, strengthening programs, and improving outcomes for the individuals and communities she serves.
During her four years as a Pretrial Officer in the Adult Division Arraignment Court, Officer Ybarra played a key role in shaping the division’s operations by helping develop the Policy and Procedures Manual. She also coordinated visits with state partners to highlight the innovative work of the Pretrial Division and served as a liaison for the Evening Pretrial Arraignment Court, helping maintain communication and continuity across teams and shifts.
Officer Ybarra has experience serving in Re‑entry, Adult and Juvenile Investigations, Domestic Violence, Restitution, and Pretrial, working as both a line officer and a supervisor. She has contributed to department-wide wellness efforts as well, co‑authoring and helping secure a Wellness Grant for the Adult Division an initiative that supported staff morale, health, and resilience.
Today, Officer Ybarra serves in the Professional Standards Unit as one of the department’s two recruiters playing an active role in shaping the future workforce of Sacramento County Probation.

Josh Mooney
Deputy Probation Officer
Officer Mooney joined Sacramento County Probation in 2023 after transferring from another Probation Department, where he served as a Deputy Probation Officer. Upon joining Sacramento County, he was hired as an Assistant Probation Officer and assigned to the Youth Detention Facility, where he supported daily operations for youth in custody.
In 2025, he was promoted to Deputy Probation Officer and subsequently assigned to the Juvenile Sex Offender/Age of Majority (AOM) Unit. In this role, he managed a specialized caseload, collaborated with treatment providers, and ensured compliance with court‑ordered services for high‑needs youth transitioning into adulthood.
Following his work in the AOM Unit, Officer Mooney transferred to the Candidacy Assessment Unit (CAU), where he screened and assessed the needs of youth and families, linking them to services. His strong communication skills, professionalism, and attention to detail led to his current assignment in the Professional Standards Unit as a departmental recruiter. In this capacity, he supports countywide hiring efforts, represents the department at outreach events, and plays an active role in workforce development initiatives aimed at strengthening recruitment and retention.
