There are two ways applications/orders for record seals can be received (both of which come from the court): those that are automatically sealed by statue and those that are sealed due to application/review/order by the court. The Record Seal Unit, receives applications/orders from the court and investigate/provide a recommendation to the court (on certain types of record seals). The court then makes a ruling and records are sealed as directed by the court.
